Sims 4 resetting windowed full screen every exit

Sims 4 is not saving my selection to have Windowed Fullscreen (I like to Alt+tab out sometimes) between gaming sessions. It will save it for while I am currently playing, but the next time I pick up the game it has reset back to Fullscreen mode, which drives me crazy because I like to Alt+tab to look on my browser for cheats or hints while I am playing sometimes. 

I am partially visually impaired and do have my Accessibility settings set pretty high within the game's options, but still within the 'white' section of that bar. 

Windows settings itself is set to 110% scale. 

Game is set to match my OS settings. 

Any ideas?

    @MiladyRevenwyn  Do other changes to your in-game graphics settings stick?  Please try changing something and let me know.  Have you installed any other app that might be trying to "optimize" your in-game settings?  For example, Nvidia's GeForce Experience has a check box to optimize game settings, which really means GFE chooses your settings based on your hardware and its knowledge of a particular game.  You might not be aware you even have such an app; other examples include Razer software and possibly a tool like MSI Afterburner.

    Please also run a dxdiag and attach it to your reply.
