sims 4 resource.cfg

I have been wanting to download sims 4 cc (custom content) for a while now sense my game stopped working. I re-read the web page that I first saw about downloading cc and mods for sims 4, and recently found out that my resource.cfg file wasn't popping up, even after I restarted my game. I looked around online to see if I could possibly download it, or see how to get it back and found nothing. That is why I hope that someone experienced can help me 🙂 .
