Sims 4 appears in the task manager as a background process using very little CPU.
However, when i use the new folder method you provided it runs as an app and i am able to play.
@CatiLicousNess Alright, with the system issues addressed, you know that the previous issue with Sims 4 was related to something in your user folder. Now you can start moving files from the old Sims 4 folder to the new one and testing. Deal with your mods and custom content first; if you have a lot of it, you can use the 50/50 method to make the process more efficient.

Once you've sorted through your mods and cc, move over the contents of Tray (not the folder itself, just the files inside it) and test again, then move over your saves. Most of the other files don't need to be transferred, but you can go over this list to make sure you're not missing anything you'd like to keep:
