@JYTANTUAN It's fine to install through Steam, and you shouldn't be asked to install Origin. So please clean-uninstall the EA App with Revo Uninstaller (the free version is fine), and download a fresh copy of the installer. When Sims 4 is installed but before you try to play it, open both Steam and the EA App as an admin: right-click each one's desktop shortcut and select "Run as administrator."

@JYTANTUAN Do you have any other Steam games installed? If not, please uninstall Steam with Revo as well, then reinstall it and try again to install and play Sims 4. If you do have other Steam games, uninstalling Steam will probably remove these games as well, unless you happened to create a different game library for them. So it's not really a viable approach unless you have no other Steam games or are willing to reinstall those as well.
Please also let me know what antivirus you use.
