sims 4 skin update removed all my cc and options for cc

for some reason after i got the sims 4 skin tone update when i had gone onto my sims games all my cc was gone even when i went into CAS this cc wasn't there and there was no option to even use cc so ...

You apparently clicked OK to the note at startup saying that Mods/CC had been turned off without reading it. Once you have made sure that you have updated all Mods and CC you have to the latest versions (It will probably take some days for the creators to update) then you can enable Mods and CC in your game again.
