Having the same issue on my PS4 Pro. Bought and downloaded Sims 4 via PSN. This problem began soon after I installed "Werewolves" and the game updated shortly thereafter. Since the problem gets worse with each update it seems this is where the problem truly lies. The internet connection functionality of the game has become very unstable and unless it is sorted out properly the game will be completely unplayable. By "properly" I mean stop with the bandaid patches and completely rewrite this part of the app so it can function.
That is my two cents for what it's worth.
