I have a bit of the same issue as well. However I did not buy Cats and Dogs and this is happening to me. Once I took my mods and cc out it worked. After putting them back in and even taking some out, I still get the infinite loading screen. Is this still something EA has to fix or is there something we have to do at this point?
If your mod folder is what does it you probably have a broken mod so empty all your mods folder and add them back a few at a time until u find the broken mod. Hope this helps! :D
