I never had problem with this computer before City Living. I have every game to the Sims 4. Everything works fine on it. I wouldn't just buy a new computer for just one game.
Packs and patches add to the load and as your save gets bigger, you're more likely to get out-of-memory crashes.
A lot of games are 64 bit exclusive these days so it's the way it's going.
Try a new save game to see if it's better.
I have a new save game from yesterday with new household, but it still happens. I practically give up on a solution.
Maybe you could try uninstalling City Living and try get a refund for it through customer support ?
I'mgoing to install Sims 4 on my laptop and see if it works. If it doesn't then I would return City Living.
