Sims can't make out

I don't have mods or cc my sims keep wanting to make out but there's nothing I can do about it the kids can order root beer float they just cant drink it

    I think there must be something wrong with my mod folder I took it out and things work fine now even though it had nothing in it

I've only tried the sofa. 

Does the sofa work for you ?

Could you try a new save for testing purposes to see if you have the same issue there.

is this for adults or teens ? I still haven't been able to replicate, tried the closet as well.
