I am also having this problem. I do have mods but i took them all out and tried and same result.
my graphic settings are:
sims: high
objects: low
lighting: medium
reflections: low
visual effects: medium
edge smoothing: off
3D Scene resolution: high
view distance: high
laptop mode off
