I haven't been able to actually play the game since an update maybe a month ago. I can make sims and build and do all that, but once I try to place a household onto a lot, the lot says the household ...
Could you try renaming your entire Sims 4 folder, then start the game, the game will make a new folder. See how that goes.
If it works, move files over slowly and see what folder is causing the issue.
