Sims pause before completing actions, paired with choppy shadow animations

This has happened twice now, ever since moving into a new pre built house (Rio Verde in Oasis Springs) with newborn twins. I had a total of 6 sims on the lot the first time it happened. One of them died before the second occurrence, so the total had gone down to 5 sims on the lot.

When the sim goes to complete an action, it pauses (doesn't freeze, as it still shows the idle animation) and stares at the object it is interacting with, or just stands in one spot for a long time before going over to the object. When this is happening, I notice that the shadows outside have choppy animations (typically they move and sway in the breeze in a smooth fashion). This happens on all the sims in the household. It also seems to happen after longer play periods.

I am not using mods. This was not happening before the latest December patch. To resolve, I have exited the game and restarted it later. it fixes for short time, then happens again.

I knew something was bugged for sure when I tried to throw a birthday party while this slowness was occurring. All the actions were taking so long to complete that I almost ran out of party time before I could get the girl to "make a wish". When she finally walked over to the cake to make a wish the timer was almost up, the in game clock was still ticking, and she stood there for about 10 in game minutes while the green party timer didn't move (it displayed as a tiny white line that stretched from the top (12) to the bottom 👿). In the end she made the wish and I got credit for completing the action in time, while in reality, it had taken much longer than the party timer had left to complete the action.

    Also, the slowness doesn't seem to be confined to the sim's actions. Double clicking the sim's portrait to auto center on the sim is laggy as well. Instead of instantly moving to the sim upon double click, it takes about 2 seconds for the portrait to highlight, then 2 more seconds to start moving to the sim.

    Update: Game restart solves the problem (so far), but ONLY TEMPORARILY!

    I have updated my drivers and set game to the card specifically. I didn't know there was an integrated graphics chip as well. I will try it out for a while and report back!
