I’m having this exact same problem. I only have the packs City Living, Seasons, Cats and Dogs, and University. I’ve also never had mods before. I’ll be able to like play for 5 minutes, and then my sims will either stand still or keep doing the task they’re doing for infinite time (ex: if they’re in the bath they’ll stay in the bath basically forever). The only thing I can do is move the camera around. Glad I wasn’t the only one!
Have you tried to use an old save file? Maybe is will solve your problem as well..
