Same here. Specially on big houses with large households, I have brutal fps drops from like 60fps (ultra settings + vsync + uncompressed textures on) to 15-20fps. And then the game stays in 30-40fps on my principal household lot (3-stories house, 8 sim household). With smaller households with smaller lots the game behaves better but come on, even lowering down graphics it has the same fps drops in my principal household and I'm not even playing in 1080p :P (with TS3 was the same sadly).
Even if you are playing on windows 10 or 8.1 (I'm on 10 now) the problem is the same, a friend has the same problem while playing with a similar pc and windows 8.1 and this started a few patches ago, but got worse till now when the game became almost unplayable. Disabling "uncompressed textures" made the things a little better but I still have the brutal fps drops when panning or moving the camera.
I've tested a lot of drivers and latest from nvidia and now I'm using 344.75 drivers right now as 347.25 gave me the worst performance with TS4 ever (I've tested also with 347.09 => the same crappy performance) :P
Tested with and without mods.
I'll test with the latest drivers 347.52 that came out yesterday and come back to report.

I've tested TS4 in W10 only, but a friend with almost a same pc but using W8.1 did the same test and we had the same results (fps drops even playing w/o mods and in the lowest setting possible).. Unticking Uncompressed textures seems make the things a little better but not too much (and the game has fps drops even if the sims are in another storie of the house, just moving the camera from side to side or panning creates the drops).
As I only have installed W10 in my pc I can't test with 8.1 now, but when I had 8.1 I had the same problems (fps drops but not too brutal as now).
With TS3 I had the same issue even on differnt pc's (and I've tested on W7/W8/W8.1 and the same happend no mattering the hardware of the pc, ex: PC1 (Phenom x4 2.4ghz, 4Gb of RAM, GTX 460) and PC2 (I7 3770, 16gb of RAM and GTX 770) had the same fps drops.
Note: I've installed Nvidia Drivers 347.52 and it seems that those drivers are working a litlle better but not so much, part of the problem can be caused by the drivers but the other part is caused by the game. I don't have this kind of issues on any of the others games I play or I've played, except TS3 (I hated TS3 because of its crappy performance but kept playing because the game was "good" in terms of the things you could do)- crinrict10 years agoHero+
Is it Sims 4 for you only or also a Sims 3 problem like for OP ?

Is in both games. I've tested with differnt hardwares (my old pc, that I don't owe anymore, and my actual pc ) and the problem was always there.
I don't play TS3 anymore (I don't have it even installed) since TS4 was released because I didn't even played for months because of the large loading screens and the performance issues :S
Maybe is a problem with Nvidia and its drivers, but this issue was present also in ts3 so is not new.
