Skin Tone Won't Change!

So iv'e been through my mods folder almost four times already to fix problems iv'e been having, but every time I fix a problem there's a new one. So I deleted my game recently and re-downloaded it. But I still had the same problems as I did before. When I click the "New Game" option and go to CAS everything seems fine but I try to change the skin tone and nothing works. Even the sims in game that were made by EA; the sims with darker skin tones for example, have been changed to one specific lighter skin tone. I don't know what to do. PLEASE HELP!
