SOLVED. All I had to do was go into the game itself, go to "GAME OPTIONS", then select "OTHER" and then check "ENABLE CUSTOM CONTENT AND MODS".
I guess you double checked that script mods and cc were activated in the game options? Both of them?
And then you have mods that do not work? All mods or just some? If it's just some mods that do not work, which ones?
If no mods show up in your game
You can check where the game saves your files by looking in your Game Options - Screenshot settings.
Make sure that the path above is the same place as where you have your saves and mods.
If some mods show up
I am having a very similiar situation. I downloaded the Prince Diamond and Sapphire package from here <removed link. Please do not link to cc and mods sites at AHQ, it's against the TOS> and everything shows up except for the shirts of both Diamond and Sapphire. They just aren't there, not when when I put the custom content filter into the shirts... but they still show in my mods folder...
I am absolutely baffled and cannot seem to figure out what is wrong. Anyone maybe have a clue what the problem may be?
Could it be it's outdated? Try contacting the maker of the CC to see if they might be able to help.

Hi,can you help me? I'm having the same issue exccept my cc and mods wont show up at startup even when I enabled them and checked for them to show at startup and restarted the game??
I'm having the same issue. It's enabled in-game, it's not saving to OneDrive, and it's not showing up at the start menu. It's getting really frustrating because I can't seem to find anyone else with this problem that has been solved.
Any help is greatly appreciated.

The game doesn’t register that there are mods. They don’t show up in the list at the beginning OR in the mods list in the menu. What should I do to make them appear???
You might try resetting the Sims 4 folder.
Here's a how-to:
Sims 4 Factory Reset -
Rename your Sims 4 folder to Sims 4_Backup. The game will create a new folder next time you play. - Renaming it or moving it to the desktop will help you have a backup and keep your Sims 4 files safe.
Repair the Sims 4 game. In Origin > Game Library - right-click on Sims 4 and select Repair. - To make sure the install files and such are in working order.
Try launching the game, play a new save. If it's not working, don't save. However, if everything is playing okay then start putting the files back. (list of files and folders below).
- Options.ini (User game settings)
- Tray Folder (Sims/Houses/Commercial lots and rooms)
- Screenshots/Videos/Custom music
- Rest of the save games, if any.
(leave out slot_00000001.save which is the autosave. It is not used anymore.)
- Custom content like clothing, hair, skins, and makeup
- Mods (Put these back one by one to make sure they all still work)
Custom content can become outdated with most new game patches. If the game works when the Mods folder is removed, then one or more of the mods and/or custom content has become outdated and will need to be removed or replaced. EA/Maxis aren't responsible for broken mods/cc. It's up to the creators to fix.
Try the 50/50 method:
1. Move all the mods and cc out into a temporary folder on the desktop.
2. Move a few files back at a time. Load the game to make sure it loads and everything is good.
3. Delete the localthumbcache.package from the Sims 4 folder.
4. Repeat steps 1 - 3 till there is no more files to check.
** While your testing, don't save the game. If you find any problems, delete the mod or custom content file.

If you move or rename the Sims 4 folder, the game will no longer be able to find it. When you go to play the game it will create a new folder.

ive been having the same issues as everyone else commenting here for help and i have tried all of the suggestions, but more specifically i just tried your latest suggestion to rename it and launch the game and it never made a new folder or anything. it also isnt in onedrive and im extremely frustrated. all of my custom content worked like two days ago and now none of my stuff is showing up. and yes i have enable custom content and mods checked on. please help
Hi please help... what you just said about it saying that it’s saying there is no mods at startup and not showing any. But I have cc! In all the files. Under mods. Desktop. Everything!! I even downloaded new cc to see if my old stuff was outdated. But nothing showed up!! Please help me I don’t know how to get my cc to load or work
