Stuttering/weird low FPS at random times

A very annoying bug that I have encountered since Sims 4 was released more or less...

At total random times, no matter what game speed or what the game is doing, it can sometimes drop down to like 25FPS and be verry jaggy and feel like 20Hz monitor, and if I press ESC in and out, it most often gets rid of the problem. But not every time.

I seriously dont get what is causing this, my PC spec is WAY beyond rec specs. And I have tried without custom content, no difference.

What causes this?

    come on now, this issue is incredibly old, and happens to literally everyone i know for many years now. obviously an engine issue of some kind, and as always, baffled that this is STILL not fixed after so many years.

    And yes its random. it does happen very consistently with build mode, but also happens when just watching 2 sims chat. sometimes hitting esc fixes it, sometimes i have to hit esc 50 itmes in a row to fix it, other times i just give up and restart the game.

    This should have been a top priority fix ages ago and has literally happened in the past on OFFICIAL LIVE STREAMS. i'm starting to get seriously tired of high priority issues getting ignored.

    and *no* there is nothing using resources. its a game problem. neither the GPU, nor the CPU, nor the RAM, nor anything else, are even 50% utilized whenever this happens.

    let me emphasize that i play on 200 fps. dropping to 20-25 fps completely ruins the entire game.

    Well it doesn't happen to me, but I guess you don't "know" me.

    In all seriousness, the problem is that this has several causes, including one major one that appears to have been fixed at some point.  It's not that EA isn't trying, it's that the single obvious symptom belies a much more complicated situation.
