The dynamic library "rld.dll" failed to initialize (E1104)

I bought the Sims 4 and installed it from my laptop from the disk. I've been able to play it for a while but now it's randomly saying Fatal Error the dynamic library "rld.dll" failed to initialize (E1104). I've looked all over the internet for a solution and they say it's my antivirus on Norton. I've uninstalled and reinstalled the game twice but I still can't seem to fix it. Any solutions?
