The game has run out of memory
I see there was a fix to the Launch screen crash. However, i'm still receiving the Unable to start: The game has run out of memory [223471fd:0d5ce4eb:000000c8:00000000]

I just had the same issue with "run out of memory" pop up and game closing.
It was Ransomware blocking an app from running.
Go to Settings - Update & Security - Windows Security - Open Windows Security - Virus & threat protection - Manage Ransomware protection - Block history...
Then look for the SIMS4 .exe file that got blocked and "allow it".
Worked for me.
