Your specs look good (certainly better than mine)
Only thing I see is that your hard drive space is a bit low. Do you have the game and user files on c ?
I'll forward your save to the CM and see if anyone can reproduce your issue,
Hi,
No, the saves go to the other drive. We've recently also looked at any possible mod issues and that hasn't helped either.
Not sure what to try next...

Try resetting your user files as described in the factory reset described in this post: http://answers.ea.com/t5/The-Sims-4/FAQ-Troubleshooting-Steps-amp-Known-Issues/m-p/3621199
You won't loose anything. Just make sure to not delete any files and make a backup.
Try on a new game with nothing added back first (start new game). If it works, put back your save game and try again. If it still works, you can start putting stuff back.
- Options.ini (or just re-set all your settings manually)
- Tray Folder
- Screenshots/Videos/Custom music
- Rest of the save games (leave out slot_00000001.save which is the autosave)
- Custom content like clothing, hair, skins, make up ....
- Mods (one by one, making sure they all still work)
The rest does not need putting back, cause they are mostly cache files that recreate or log files that are not needed for the game.

Hi,
This is something we've already tried, multiple times, but we will go do it again, since we've dealt with some mod conflicts, etc.... We even reinstalled the game completely and the computer.
We've even taken only the save files and implemented them into our other sims game with the problem continuing (with and without mods) as well as putting the save files from the non-problematic game into the other other computer without the issues developing.
I hope this makes sense...

I don't really have any other suggestions unfortunately.
