I agree that it's bound to be a mod or cc.. so, if you still want them in your game, I'd suggest making a lot of folders to sort easier (if you haven't already) then culling your folders one by one, or the 50/50 method, to narrow down the broken cc or mod, that is all you can do, (restarting and checking your game each time) you'll simply need to find the broken - outdated mod/cc that is lagging your game, and remove it. I have 1000's of cc and my game runs pretty smooth.
Mods & cc are well known to cause various in-game issues so please also check for updates to them / where you found them; do this also
- after any sims update or adding a game pack,
- SimsVIP also do a regular post for people who use cc; on which ones are broken or now updated; All on the one page too, and the best list.
- Also at the EA Forums do a regular post for the broken cc.
Using mods and cc requires regular checking and updating.

I have taken out my mods to see if it works without them... and it didnt work... lol pls help i am so desperate in finding a solution!!!!! ☹️

Once the mods and cc were out did you try the 'repair game'? If so, could you post your Computer's DxDiag? To get your DxDiag on from the computer, follow the steps here: https://help.ea.com/en-us/help/pc/how-to-gather-dxdiag-information/
You can then attach the txt file to your next postAdditionally, you can check these for minimum requirements for the Sims 4, Cats and Dogs pack for example have upped that quite a bit:
The Cats and Dogs pack was quite a large expansion, and proved to be an issue for quite a lot of people, I'll give you 2 links that may help you with the requirements for the game to run well.

ok thats my dxdiag ! i will try now to repair game (hope it works) And after i repair game can i put the cc back? :c

Nope, not yet after repair game simply try to start the game and see if it still lags..
