@FaeoftheEast Please try playing in a clean user folder, just for comparison. Move your entire Sims 4 folder out of Documents\Electronic Arts and onto your desktop. When you launch the game, a clean folder will spawn with no content. Don't add anything to it yet; just see how a new save runs, and let me know.
If you still see the same issues, please run a dxdiag and attach it to a post.

The game is running smoothly with the new Sims 4 folder. I've had a small hiccup where my sims will freeze but so far they will take care of their needs as well as arrive to work on time and leave automatically. Will I be unable to use my old saves? They do have mods active on them which is the unfortunate part.

@FaeoftheEast Try copying your saves to the new Sims 4 folder and see how they run. Don't move your mods yet though. Since you're copying the saves rather than dragging and dropping them, you can experiment freely on the new copies while the originals remain intact in your old Sims 4 folder.
If the saves run okay, you can try them with your mods, or you can try the mods on the new save. If you notice more problems, you'll need to test the mods in smaller batches to try to figure out which one(s) the game doesn't handle well.

@puzzlezaddict So I've played around with my game as suggested with saves files and I've come to the conclusion that my game even though freshly wiped is simply doomed. My game is still cursed to slowly end up out of sync even without the use of mods as I've tested it for a good few hours. At first, it was by five seconds then by twenty, and finally, after I've stopped playing it has ended up being a full sixty seconds out of sync with what actually needs to happen in-game. It always seems to stem from Discovering University as my sim will never go to class on time or even show up to class early. As requested from you earlier I've placed the Dxdiag.exe file.
