Unable to play live mode- no households available- no sims in my town

The Problem:

I am running into an issue where I am unable to play live mode at all. From the map screen where I would select a lot/household to play I am not able to proceed. What I see when I hover over a lot is the small pop-up window that gives the household name, but instead of a picture of the Sims, I see a flashing blue rectangle and the green loading symbol. If I click it, and click the play button in the lower right, nothing at all happens. 

Further, I if go into Manage Households, I can see the household names I've created, but there are no pictures and if i go into to edit them in CAS, there are no sims available to edit-- the household is gone. This is the case for every household in the game, whether I created them or not. This is how it looks:

I am able to create a new household, however, as soon as I select a lot to move into all the sims I created disappear, and the HUD contains nothing. As shown:

Once I exit back to the manger worlds screen, that new household I created defaults back to being unplayable, unselectable, and virtually gone like the rest.

Steps to Troubleshoot:

I h ave attempted everything I could think of. I have attempted all of the following, order:

1. Disabled Mods, and removed all my mods from the Sims 4 folder, and restarted the game. 

2. Backed up my entire Sims 4 folder (including mods, saves, tray, etc), removed it from the Electronic Arts folder, and restarted the game.

3. Used the "Repair" option in Origin on the Game Library screen.

4. Uninstalled and Re-installed the game. Rebooted, and started a new game with none of the saves, mods, etc from my previous game. 

In every case, the issue persisted. This appears to be an issue solely with the Sims 4 game as a bug. I am out of options to try.

Processor: Intel Core i7-6700

Ram: 16GM

System type: 64-bit

OS: Windows 10 Version 1709 / Build 16299.192

    This really looks like a Mod issue (I've seen this before), but if you say that it's not.. Hm, please post a full DxDiag so I can check your specs better:

    From what I see now it looks like you don't have the latest version of Windows 10, so please start by updating your computer 🙂
    Having an old update usually means that updating drivers etc can be problematic too.

    Just to be sure. If you move the The Sims 4 folder from C:\Users\Username\Documents\Electronic Arts\, then repair the game, then start it and make a new save, it still looks like that? I know you wrote that but please just try it in that order, it's so strange than that does not fix it.

    It turns out, I may not have tried the right combination of the above to fix the issue. In the end I got it work by removing the Sims 4 file, repairing the game, and bringing everything back into the Sims 4 folder except for my saves. I am going to have to start a new save, but at least I got to keep my library in my tray files. When I brought my save files, it broke the game again. 

    Thanks, I consider this issue to be resolved now, despite losing some data.
