Your graphics drivers are from 2012. There should be newer ones. Go tot he AMD website to updated instead of through Steam.

This is not solved. I have updates the drivers and still have the problem. My computer should be able to play the game on ultra. So its not a hardware issue.

It's solved for the person who made the thread... and many others who tagged along.
All I know about you is it's a 6870. If latest drivers are already installed and it still gives that bogus error box about drivers being out of date. The drivers are likely corrupt.
Uninstall from CP, restart to Safe Mode, run Display Driver Uninstaller, restart, installed latest drivers

GMA x3100 is below the minimum specs of GMA x4500 (which is very low end to start with).
Looks like Intel has drivers for it that are 8 months newer than your current ones. May or may not help at all, since it's very old and very low end.. and even the latest drivers are dated 2009.

Try just reinstalling the drivers again from AMD's site.
If not try uninstalling drivers and reinstaller or trying the first thing I posted here about safe mode w/ DDU.
