Unable to start: Initialization error at startup

Recently, I'm not able to open my Sims game. The pop-up says this code: 135dec40:90f690cf I know this code means there's something wrong with the language settings and I did have a problem with that...

All of the methods didn't work. The error keeps popping up when I try to open the game. Any other methods I could try?

    Thank you, it's working now! It was definitely the clean uninstall that helped. My game opens normally now, thanks!
