Visual Tearing Issue

@omgnighty  Your laptop should be able to run Sims 4 on ultra settings without any trouble.  So rather than playing with the settings all the time, stick with ultra for now, and we can adjust things later if necessary.

Please make sure you've removed all traces of Reshade, and when you have, repair the game in Origin: open your game library, right-click on the Sims 4 icon, and select Repair.

Your dxdiag lists one error related to Nvidia software, in addition to what look like user-initiated attempts to troubleshoot a blackscreen issue.  (If you weren't doing anything like that, please let me know.)  So it's a good idea to clean uninstall and reinstall the Nvidia graphics driver.  Try the one made for your laptop from Acer first; if it doesn't work, you can update to the newest driver from Nvidia instead.  (Don't do that yet though.)

Next, take your computer completely offline—disable wifi and/or pull the ethernet cord—and double-click the DDU.exe.  Take note of where the file will land, and click Extract.  If it's easier, you can copy the path and then paste it into the address bar in a File Explorer window.  Open the folder and then launch Display Driver Uninstaller.exe, and you'll get a message that you're not in Safe Mode.  Click OK, then go to Options and enable Safe Mode dialog.  Here's a screenshot of what your options should look like; make sure the box in red is checked:

Close options, and the DDU, and then open the DDU.exe again.  For launch options, choose "Safe Mode (Recommended)," and then click Reboot to Safe Mode (you'll need your password, so find it before rebooting).  Once you login, you'll see this:

In the blue box, choose GPU, then Nvidia if it's not already showing.  Then click Clean and Restart (red box).

Once your computer has rebooted, now back in normal mode, run the driver install .exe as an admin: right-click on the download and select "Run as administrator."

Reboot again, go back online, and see how the game looks.  If you see the same issue, please attach the file labeled config.log, in Documents\Electronic Arts\The Sims 4, to a post.  You can delete your user and computer names, about 25 lines down, but the file doesn't contain any other identifying information.

I did try to manually reboot my driver so I'm thinking that was probably what you saw? Either way I did what you said and I'm still getting the tearing. Just to be sure I was getting all the reshade files out, I just completely uninstalled the game and all the packs and did a fresh install. I'm attaching another Dx file and my config log. 

I really appreciate your help even if we can't figure out what's going on. 

@omgnighty  Did you specifically install the Nvidia driver from Acer, and if so, did you allow Windows or GeForce Experience to update the driver?  Because the driver listed in this dxdiag is the same version as the earlier one, the newest one posted on nvidia.com rather than the older one from Acer.  The reason it's useful to test with a driver from the manufacturer of your laptop is that the drivers are often tweaked to go better with the particular laptop's hardware and settings.

Sims 4 is using the correct graphics card, which is good.  Try enabling vertical sync in fullscreen mode, and if that doesn't help, try using windowed fullscreen and windowed modes.  You don't need to restart; you can just switch the settings on the fly.

If that doesn't help, please try playing in a clean boot.

After restarting, go through the Task Manager and kill any tasks that aren't critically necessary—everything from MSI Afterburner to RGB software seems to ignore the clean boot these days.
