Whims Missing

Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? Standard Edition (Unsure of the version number but as of May 13th 2019 latest version.)
What expansions, game packs, and stuff packs do you have installed? None.
Steps: How can we find the bug ourselves? The whims simply disappeared over a month ago and I am unsure how to find the bug if it hasn't already happened for you.
What happens when the bug occurs? No matter the emotion, my Sims never shows any whims in any of my Sims games.
What do you expect to see? The location where the whims normally are has nothing and looks like there isn't supposed to be anything there either, it doesn't change based on mood either.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
The image shows what the Sims looks like with the whims missing. Whims are never located in the normal spot anymore (or anywhere else) even with different emotions. It still happens after mods have been removed and we have repaired the game twice and no change in the bug.
Kudos to The Sims 4 helpers for trying everything in their capability though the bug persists.
