The package files ? You don't need to open them. Just copy into your mods folder. If they are rar files you need to donload 7zip or winrar.

Make sure you are following the steps provided to install said custom content to ensure it functions properly. We can't really help much more than that, possibly the creator of the mod themselves might be of more assistance. The mod itself might not be compatible with the game anymore if it's come out before the latest patch. 🙂

I have the exact same issue. I have all the files where they are supposed to be, they are all .package files, the advanced menu box is ticked, but I can see the CC in the game. I have a lot of CAS parts that I would love to use, mainly hair, but they are not working for some reason. Any help would be appreciated, please!

If you're copy / pasting them, then don't do that. Stop. Here's how it'll show up in the game:
.package files:
- When your custom content shows up in downloads, right click the file and select 'Cut'.
- Then go to the 'Mods' folder (Documents> Electronic Arts> The Sims 4> Mods).
- You'll see a file saying 'Resource.cfg' is already in it, but don't delete that! You need it for custom content to show up in your game.
- Then right click and select 'Paste', and your cc file is now in the game.
FOR .zip FILES:
- Right click on the zip file and select import. (My zip file looks like a purple book, a blue book and a green book tied together with a brown belt)
- After clicking import you'll get a mini screen saying 'Import to' and a list of places to import it. Import it too your desktop.
- Go to your desktop and there'll be a couple of .package files there.
- Right click the ones which you think are your cc and select 'cut' again.
- Paste them into the 'Mods' folder.
Hope this helped!

Why can't you copy paste? I preffer to use this method so I can keep an extra file in my downloads section just in case. If the game really does delete your CC then that's all the more reason to want to keep an extra copy in my downloads file.

But since it isn't working for me, when I go to downloads, the cc that I wanted to get is a light greyish colour and I can't cut it or anything. It's really stressing me out because I really want to try cc out but I just can't.

Hi!
Can you post a picture of what it looks like and we'll try to help you? I'm not sure that I'm entirely with you! :P

me too. I accidently mixed up my mods files, sims 4 files and ea files and they are all copied. I tried to delete them and some deleted some didn't. I'm pretty sure my files are all organized now and I tried to download cc and it just didn't show up in the game.

could you post a screenshot of your mods folder (including the path) ? That's probably the easiest way to find out if they're in the right place.
