Why does my camera pan uncontrollably?

I've been having an issue with my camera panning uncontrollably for weeks now. It makes the game kind of unplayable for me. For example, along with my mouse, I use the arrow keys to move/pan my camera in whatever direction I want it to go, however, even after I've stopped pressing whatever arrow key I wanted my camera to move towards, the camera continues to move in that direction. The camera continues to pan in the direction corresponding with the arrow key I pressed even after I've stopped pressing it. It's a little difficult to get back control of the camera again, but then it just happens again the next time I press an arrow key. I've seen other threads talking about camera spinning, but I'm not experiencing that. I don't know if this is a related issue though. I've tried repairing my game, uninstalling and then reinstalling, and I've even taken mods out. Nothing seems to be the solution.
