OK tried moving the Sim out and back in via Manage household, didnt work. Then tried moving them to a different house, didnt work
Are the other Sims also still all affected ?
Can you try manually promoting the one Sim that was faulty in the beginning:
Careers.promote <NameOfCareer>
Also willing to share your save game to be forwarded ?

I know this is old, but it was never resolved and my sim household is having the same problem, so I'm wondering if the OP ever found a fix.
