World/Sky not showing (just solid blue). Buildings in build-mode are invisible

I'm trying to continue building on an unoccupied apartment, and I can no longer see it when I enter the lot.
It is the same w/ any lot i choose build-mode on from the manage worlds map.
I can see all the tools/buy-mode bar & buttons/options. I can click on furniture in buy mode, but nothing appears (even though it gives the option to cancel or sell).
When I force quit the game, I can see edges of some walls/windows. The entire screen (besides toolbars) is blue. If I change the time of day (morn, aft, night) the shade of blue changes. it's a solid blue.across.
When I go to a building that my sim is inside of (visiting or living), I can see my sim, the building, furniture, etc as I normally would, but still no sky/world background - solid blue.
I have so far tried to repair the game, uninstall/reinstall, and backed up & reset. The issue is still occurring. I don't believe it's a corrupted file. I have no mods and no custom content.

@pinkink512 The blue background might be fixed by setting View Distance to High, so please try that. Change the setting and then quit and reload to get the full effect.
For the buildings not showing in live mode, please test in a new save, for comparison's sake. Remove all mods and custom content as well. If this helps, try replacing one of the apartments in your existing save, for example with a Gallery build. (Apartments get saved as rooms, but you should find a "room" that covers the entire apartment.) You don't need to save your progress; this is just for testing.
