Well not necessarily. Why?

We KNOW that the mobile portion is for decorating interiors on the go. It could be more than that, but we only know that's the extent so far.

When they were showing the lighting, they showed renders of interiors. So the statement that they want it to look good on pc and phone does not necessarily mean they expect the full game to run on your phone.

True. It doesn't necessarily mean that the PC will be hamstrung by the mobile application(s). But I think it significantly increases the probability of limits on the PC. They're going to have to be really creative to avoid it.
