Okay, it seem I may or may not have figured the cause of that error.
The reason why I am getting the error of base game missing and must install the base game, it is DUE TO THE REGISTRY of ALL expansions+stuff packs AND the base game are being DELETED (As a screenshot provided in this thread, you can see all the .exe in CCleaner, saying the application path of these are missing).
It means if you have a program who automatically repairs and deletes (like iolo) the invalid and unworking registry, please, scan for the registry that has invalild content using CCleaner, and if you find The Sims 2 and all of its' expansions+stuff packs .exe, back them up, if in case you're getting the same error after a while.
Altho, I am not sure if it is the best solution, but for now, I will have to close the registry tuner in iolo, and figure out a way.
