Can't get fine loaf in Sims Medieval

I'm playing the Ancient Secrets quest and the Merchant has to get two trout and a fine loaf of bread to continue her quest.  I've gotten the trout, but I can't seem to get the fine loaf.  I've tried everything I can think of--trading with Tredonay repeatedly, speaking to the Monarch, buying ingredients and attempting to bake it (it doesn't show up in the list), etc etc.  I've been unable to find or speak to the ruler of the country.  My Merchant has already been in the stocks once, and she'll be thrown in the pit the next time if she doesn't make more progress.  I've got this game on hold until I can find the answer, so any help is appreciated!

    I am having the same problem, the recipe is not in the list for that oven, in mine or the hall, and I tried replacing it in mine as well but still nothing. On my map they are in rebellion, as is the one right below the kingdom. I've traded with them successfully as some have said if you trade then it opens the recipe. 

    I saw on one web page it said,

    "Your Kingdom must be allied with Tredony in order to have Fine Loaf as an option on the oven. If Tredony is in rebellion, Fine Loaf may not appear."  (http://thesimsmedieval.wikia.com/wiki/Fine_Loaf) 

    Well then how do you do it? As far as I know only the Matriarch, a Knight and the Spy can increase the relationship to where they aren't in rebellion by patrolling and other actions, but in order to play as one of those you have to finish the quest and you can't finish the quest until you do that part. So, what now? My player is also getting negative blocks and actions because of it. HELP!!
