GUYS I FIXED IT!
I moved the download to be under the same folder that my sims 4 is under and it worked, i coulndt get it to download at all under the proper ea app placement that it defaults to. (check my linked files for pictures!)
I think it might be cause by our files and folders being mixed up after moving tfrom origin to ea app.
My sims 4 files are split between two folders and none of them are from the ea app. Its split between a folder called Electronic Arts that has 90% of them, and the rest is under origin games. Im scared to move it since my game has worked fine for months now.
But yeah, moving the download to that same folder fixed everything.
It instantly started an actualy countdown and is no longer stuck on that forever 14% and i havent gotten an error yet and im 60% done with the download so far! (IT FINISHED DOWNLOADING AND IT LAUNCHED NO PROBLEMS)
