Sorry for the delay. Yes, your processor, Intel(R) Core(TM) i5-6200U, is a Skylake. The error should be fixed by updating your BIOS.
You can find drivers and updates for your computer here: http://www.dell.com/support/home/us/en/04/product-support/product/inspiron-13-7353-laptop/drivers/simple (make sure that's the model of your computer).
Please, read carefully the instructions on Dell's website before updating your BIOS, as this is a delicate process.
