You just need to download DirectX

It doesn't matter if you have the latest of it. You should still download it. I needed to, even though I know for a fact mine is up to date.

I have the same issue, but running the Directx 9 installer just tells me i need an older operating system and refuses to do anything, even in compatability mode..
Im running Directx 11, on Windows 8. I've updated everything and still Sims just gives me that same **bleep** message.
Doesn't make any sense to me.

It may not be your Directx then, from my understanding, The Sims 2 won't work on some Windows 8 Systems. It could possibly be your OS, and not the DirectX.
Well I have windows 7 and I know that it works on windows 7 as I've done it before. I installed DirectX except because I already have it installed, it didn't do anything. This is my DxDiag
