One thing that I do like that Krafton have done with the townies in inZoi is that they seem to have styled looks. This leads to less variation but very good looking townies walking around. You can encounter townies that look the same but that's a small price to pay for having townies looking this good in my opinion. Some of them are also seen carrying things, this zoi walked past the street holding a bouquet.
Townies in The Sims 4 for lack of a nicer word are... absolutely terrible now. They appear to be generated with a random generator that generates their looks, makeup and outfits and the result is awful. They do have more variations, I will give them that. And the game often picks sims that are living in the world, which inzoi rarely does because your zois tend to stay at home or be at work, so the best chance you have of encountering your own zois is to be at one of their scheduled events that they tend to get (for example go to the park).
