You will only have custom content if you installed it.
To uninstall your custom content you just need to remove it from the folders you installed it in, usually:
- Documents \ EA Games \ The Sims 2 Ultimate Collection \ Downloads
and/or - C:/Program Files (x86)/Origin Games/The Sims 2 Ultimate Collection/Fun with Pets/SP9/...

Yeah I've checked, I definitely don't have any downloaded content and I still have the problem!
Your game might be missing a/the file/s containing the code for this to work. If this is through Origin, try repairing the game. If you're playing from disc, try re-installing the base game.
