Neighborhood Panel has a population set up for occults & others.
A Counter - so you can set up how many creatures want in a town. Maybe you want to include some but exclude others. it would give more flexibility for story telling
All NPC be (insert creature here) - So you can make Salem's Lot or a neighborhood on Sixam in the case of aliens, or anything else
No Occults - So a simmer can have a neighborhood without creatures at all
This can be a great panel for Celebrities & the Paparazzi as well
Occults should have unique community venues
Fairies should have groves
Ghosts should frequent cemeteries or their homes & haunt them
Mermaids should have an underwater grotto or a Palace of Poseidon or equivalent that only they can get to
Mummies they live in tombs, temples, & pyramids
Vampires their night club & theatre
Werewolves can have multiple places. In the woods or even a hidden industrial spot
Witches should have their school & meeting area
All Occults should have some form of the Sims 4 Vampire leveling system which has Strengths, New Powers & Weaknesses. This also includes ghosts
Vampires should have several career choices whose hours of work change to suit their needs
If you bring back zombies that's totally fine but keep them out of our gardens

As a nod to Dracula novel. If you ask a Grand Master Vampire like the one in Sims 4 whose name is escaping right now where he went to college his school will be Scholomance. In Bram Stoker's novel Dracula is said to have attended that school for the dark arts.

A magical reagent can be obtained from Vampires which is Vampire Tears which is quite rare because they cry maybe "once or twice in their own eternity" (Interview with the Vampire reference).
Another magical reagent you can obtain from a Vampire is soil from their native land.
Vampires have a favorite Blood Type in place of a favorite food. Vampires also have a thirst need instead of hunger.
Vampires may sleep upon an alter, within coffin or a normal bed however if they sleep in a bed if there are any windows in the room they must be covered by window drapes lest they burst into flame.
If two Vampires Dance then they might randomly levitate into the air while dancing. Two Ghosts will do this too
Vampires be default have a favorite flower of either Red Roses, Black Roses, Dracula Orchid's or Deadly Nightshade unless another flower is chosen
If a vampire chooses Medical, Detective, Criminal, or Business careers the hours will adjust to hours the vampire can work. If the vampire works in Medical they can get their plasma from the hospital and will never be thirsty at work, like a Sim who packs a lunch in a paper bag.
Night Vision should be a Power for both Vampires & Werewolves as they are both children of the night

Summon Rats - This is a dueling power, the rats attack the other Sim. I actually like Bram Stoker’s Dracula for this because he turns into the rats. I think that would be a neat animation for a dueling attack.

Vampire Lore Skill - I think should be just for Anti-Vampire information. Or depending upon whether the Sim is a Vampire or not, they learn different things from the lore. As for Vampire "Fun Facts" I gave examples below.
Skill Level 1 - Purchase Tomes (Thought the books looked great in Sims . They should look like old world Illuminated books. Gets a Prompt telling them an interesting random Vampire Lore
Skill Level 2 - Make Garlic Braids, Garlic Wreaths, and Garlic Garlands. Can defend against a Vampire if they have Garlic in their Inventory. Gets a Prompt telling them an interesting random Vampire Lore
Skill Level 3 - Share Vampire Knowledge. Can Identify a Vampire by looking at their Dark Form. "Accuse of Being a Vampire" Interaction. Gets a Prompt telling them an interesting random Vampire Lore
Skill Level 4 - Vampire Resistance Cocktail Gets a Prompt telling them an interesting random Vampire Lore
Skill Level 5 - Ultimate Vampire Cure recipe. Gets a Prompt telling them an interesting random Vampire Lore

Dance “Sky-clad” under the moon this is the special bonfire dance that a group of witches can do
The Witch powers from Sims 4 were a touch boring. Why not have them do things with more pizzaz like more enchantments kinda like an upgrade but on objects that aren't upgradable like a broom for instance that sweeps by itself. Enchanted Dolls, Enchanted Candles, Enchanted Jewelry all great suggestions.

Fairies age up 5 times slower than normal Sims
The Fairy Land is only visible to Fairies, Unicorns, (and Witches and their familiars or perspective fairies but only with permission)
If two Fairies are angry with each other and are in each others presence they will get the moodlet "Ill met by moonlight" which is a reference to Shakespeare's Midsummer Night's Dream
Some fairies should have a small amount of contempt for regular Sims and have the "Lord what fools these mortals be" moodlet.
Fairy as nature spirits have an affinity for Unicorns
Fairies can shrink to a Tinker bell size and fly around other Sim's heads "Playfully Pester" or with two can do the interaction "Fairy Frolic"
Groups of fairies get a special Bonfire Dance where they pull out pan pipes, tambourines and cymbals, and play while skipping and twirling
When a fairy is in their natural form, small bell-like jingles will play.
Fairies have an affinity to Gardening and Charisma and will increase these skills at a faster rate
Fairies who select the earth element will have an affinity to Plant Sims and share their positive influences on plants
Will O' Wisps would be a great addition to spooky/ magical areas. In British/Irish folklore they were said to be ghosts, fairies or elemental spirits which guarded hidden treasure (Dracula - Bram Stoker) or led travelers to their doom. The ghosts who died by drowning will leave behind puddles.
The ghosts who died of hunger may open the fridge and look around in it, and steal food from it. They will be unhappy if there is no fridge on the lot, the fridge is empty, or the ghost cannot gain access to it (e.g. water blocking their way).
The ghosts who died of disease, electrocution and hail will reenact their death
Hold babies and toddlers
They can make cowardly Sims faint or cause death
Sims can also "Ask Them What Happened" to figure out how they died
Ghosts can also break and/or "Ghostly Repair" objects
They don't 'walk', so much as they 'float', by lifting their legs up and moving
It is known that when normal Sims (especially Sims with the coward trait) try to interact with ghosts, their hair turns white, and the normal Sim runs away.
Sims with the Evil trait often wish to see the ghost of living Sims around them.
Ghosts may Return to the "Netherworld"

Anger - The ghost will be Fire engine red - The ghost will negatively influence the mood of Sims living in the house
Beetle Juice
Cow Plant - Yellowish-green with vines covering them - If the ghost is happy, they can help plants grow and mature faster. If the ghost is angry, the ghost can choke plants with weeds, and make them decay in quality.
Curses - Dark green with light green hair and outlines. Sprites of skulls, tombstones and crescent moons surround the ghost
Crushed By Meteor - Dark orange with fiery skin, will occasionally put their arms in the air as if to protect themselves from something falling
Crushed By Murphy bed - Pale Blue and the ghost will have Z's coming out of their chest. These ghosts can steal energy from living Sims by momentarily possessing them.
Crushed By Satellite - Orange will occasionally put their arms in the air as if to protect themselves from something falling
Crushed By Vending Machine
Dehydration - Golden yellow, ghost will constantly try drinking water or bathing
Drowning - Blue w/ rippling skin and leaving puddles of water on the lot
Electrocution - Yellow w/ electrical sparking skin & sometimes emit blue electric sparks. Imbued with electricity, the ghost can give other Sims an electric shock. When the ghost is angry, they can possess electronics to break them

Fire - Orange w/ fiery skin and smoke. Imbued with fire, the ghost of a Sim who burned to death can start fires at will, as well as set off continuous fires when they're angry on the lot they live on
Fly Swarm - Dark Green with flies around them
Freezing - White with light blue hair and highlights. They will have the "Teeth Chattering" moodlet regardless of actual temperature
Hail - Sim appears magenta will occasionally put their arms in the air as if to protect themselves from something falling
Heat Exhaustion - Light Orange
Illness - Green and will act out their death

Lightning - Yellow with electrical sparking skin and sometimes emit blue electric sparks.
Magician Trick - Buried Alive - Brown
Magician Trick - Sword Basket - Blue with yellow sabres sticking out of them.
Magician Trick - Watery Grave - Dark blue with rippling skin and leaving puddles of water on the lot
Mummy Curse - Gold with cloudy skin and emits black haze. Will only make ghostly noises if they move.

Poison - Green w/ darker green skull and crossbones and will act out their death

Rabid Rodent - The ghost appears as an oversized ghostly hamster that's foaming at the mouth. They can spread the fear of the disease, which will cause all sims in the room to run in panic.

Shark Attack - Purple w/ pink highlights and water flowing in their body
Starvation - Pink-purple w/ cloudy skin. Will only make ghostly noises if they move.

Vampire Death By Sunlight - Dark crimson with smoke and a sun is visible inside the ghost vampire that died from it. - Vampires who stay in the sunlight too long will burn to death.
Vampire Death By Thirst - Dark crimson with rippling skin, emits a pulsing red light accompanied by a heartbeat from their chest. Will also be skinny, like ghosts who died from starvation

Having two default Werewolf packs was great in Sims 4. This was a great idea it added really dynamic tension and story telling potential.
I think being able to create your own pack as well is an idea. You can pick the pack values, it leader, it's symbol, and it's "Den" or headquarters

Werewolves appear with brown glow in the border in the relationship panel. In The Sims 4: Werewolves, Werewolves appear in the beast form when they're transformed, and their rank displays in their info for the relationship panel. I think Sims 5 should do a combination of both. Brown glow when in Human form and Beast form when transformed
Werewolves cannot "Howl at the Moon" on a night of the New Moon
If the werewolf howls too much they will cause themselves to get a sore throat.
Werewolves have a chance to break appliances they're using such as sinks, toilets, refrigerators, etc. due to their supernatural strength. When breaking something they will gain a "Stronger than I Thought" +1 tense moodlet
If the Werewolf has broken something at another Sims house due to their strength they will feel guilty about the breakage
Upon first meeting, werewolves and vampires will instantly despise each other.
The ability to create your own pack is a must

Howl in Response - If a werewolf has a dog as a pet; whenever the werewolf howls, the dog will howl back afterwards.

Play Fetch - Sims can throw a ball or a stick at a Werewolf and they will be compelled to chase it
Recruit Into Pack - Werewolf can recruit other werewolves to form packs, but they must have a good relationship with them.
Rub Belly - Sims can Rub the Werewolf Belly and the Werewolf will react with pleasure much like a canine
Scratch Furniture - Werewolf decides to damage certain pieces of furniture. Scratch too much and the piece is destroyed
