It will depend on what you mean by EA files and how those are installed. If they are installed using Origin, then you simply copy the files over to the new location, uninstall the game, then change Origin install location to the location you moved the files too and click install game. Origin will see the files already there, and verify them and install them quickly.
If you are talking about a pure game install using Disk or some other download then likely the only way to move the game is to uninstall it, and go back and reinstall it fully from the media used to the new location. You can't just copy files over as that doesn't change any registry entries pertaining to the install, which is how the Operating system keeps up with what is where and so fourth.
If you have Steam or Origin games on C: and Sims2 is in the second group, it may actually be easier to move files OTHER than Sims2 to the other drive thus freeing space. Steam should work similar in moving files as Origin. As far as mods go, once the game is in new location, you will have to then reinstall the mods or otherwise update the mod manager for them to work again, will depend on how those mods are handled and installed.
