The sims do not speak any real world languages. They speak a made up language called simlish.
Sometimes you can seem hear familiar words within the nonsense, but they are not actually saying those words. For example; someone could interpret something like "ticker ni" as "tickle me" because it sounds very similar.
It was suggested somewhere that the sims speak their own language because it would get monotonous and boring to hear the same understandable phrases over and over. It would be annoying to hear sims have this conversation 29 times a day:
"hey"
"hey, how are you"
"great"
"me too"
"bye"
"see you!"
