not a solution, but a way of finding out if it's installed :try and play the tutorial first finish it, you'll get the message of pirates and nobles has changed a few things.
after that save the game, restart the game, and see if you have unlocked options. let it know here!
Fixed the issue, by using an ISO of the cd version of the game, downloaded an iso and it installed some redistributables, it went so fast I couldn't see which ones, it was something from 2008 that's all I can say. Everything works inside origin now, so message to the EA admins here,
maybe check all the redistributables that should be installed with the pirates and nobles pack
so no more download issues, no more extra content that keeps telling me that needs to be installed, it was fixed just after installing the discversion(ISO)
