@Mxng0q1 , ok sounds like you might need to do a Vanilla reset. It's not a problem since some times you have to do this to get the game to run and you can add everything back once it's done.
First of all, move your Sims 2 folder (found Documents > EA Games > Sims 2) to your Desktop. If you had any saved games or CC, they would be safe on your Desktop now. Next start up Sims 2 and allow a new folder to generate. You should now see the Basic Neighborhoods (the ones that come with the games and expansions). Pick one and start up a new game remembering of course that none of your saved games and mods/CC will be present. Play for about an hour or so to make sure things seem to working ok and then you can either simply quit or you can save.
Please let me know if this initially works for you to get at least get the neighborhoods back.
