I think it's Influence. It comes with Freetime if I remember. You can put your cursor on the bar (without clicking) and a legend must appear to explain what it is. 😉

Yes, just discovered in my game that I could get a tooltip for it now. Sorry, dumb question, and I also accidentally called the Lifetime Aspiration meter the Influence meter in the post title >_< I edited the title to help anyone looking for this on Google since my question now shows up in results.
Why is it adjustable, where by adjustable I mean you can click and drag it and change its level?
