Have you tried running the game from a desktop shortcut and selecting the Run as administrator option? The procedure goes like this:
1. Go to whichever folder you've installed S2UC into. If you used the default setting, it will be on (C: ) disk, Program Files (or Program Files (x86) in Windows 8). The actual game data will be located in the Origin Games folder.
2. Open up the following file path: Origin Games>The Sims 2 Ultimate Collection>Fun With Pets>SP9>TSBin .
3. Once you're in the TSBin folder, right click the Sims2EP9 icon and select the Create Shortcut option to make a desktop shortcut for the game.
4. After your shortcut is set up, right click the shortcut, then go into Properties, click the Advanced button on the Shortcut tab, select the Run as administrator check box, then exit by clicking O.K. on both dialogue boxes.
5. If the game still crashes, there may be compatibility issues, so go into either Properties in Windows Vista, 7, or 8, or Troubleshoot compatibility in Windows 8.1. In the other three versions, all you have to do is click which system version you want to set the compatibility for, but Windows 8.1 makes you do a test run of the program before making the compatibility setting permanent. I suggest trying XP compatibility mode first and, if that crashes, keep going down the line until you find a setting that works. Once you do, save the setting and enjoy. If this fix doesn't work, then there may be a much deeper issue going on.
