Okay I FINALLY figured it out! Double click on Document, EA Games, Sims 2 Ultimate collection, Neighborhoods. Keep that window open. Now go into program files, origin games, sims 4, sims 2 ultimate collection, double deluxe, base, tsdata, res, userdata, Neighborhoods. copy and paste into proper location.
so do you mean copy the neighborhood files from program files to the other one on documents? or the opposite

@Fruity_girl , actually what you need to do is to move the Sims 2 file from Documents > EA Games > Sims 2 to either your Desktop or to the trash. Personally, I would move it to the Desktop. Do not copy this file or create a shortcut. Move it out. Next start up your game. Sims 2 will generate a new copy of this file. Please note that this will start a totally vanilla version of the game without your previous saves, CC or mods present in the game.
Please let me know if this solves your issue.
