Generally we have the opportunity to write text much earlier, but it's very common that it's one of the last things we get to when working on a pack. For the most part, producers set their own schedule, so we determine what priority we should be addressing things, or when we have a gap of free time to write some text. Depending on what it is that we're actually writing text for, it can definitely be easier to write it later in development when the contents of the pack are a bit more solidified.
Not trying to hint at anything, just sharing a bit about how pack development works
