Maybe unistalling and re-installing? Mine installed in English, I tend to have everything set to English (I'm in Finland). Did you try this already http://modthesims.info/wiki.php?title=Game_Help:Change_Game_Language ?
Didn't work, I'm repairing the game to see if the language changes.
If not, I'll just delete it and install my friend's DVD.
