Sims 2 serial number reuse

Old I know but on the sims 2 can you reuse the serial number. I'm starting to become a collector as well as play them but I don't want to pay a silly price for a very old game so I'm thinking of buying a used sims 2. can it be reused if it has a previous owner ??

    if the game was bought 2nd hand/used the code/s will be tied to the original persons account if they redeemed/registered the code . codes are non transferable nor can they be re-registered to another account
